In 1858, the British government took over the governance of India, controlling the powers of the East India Company. This proclamation took place in November 1858 at Minto Park in Allahabad with the reading of the proclamation given by Queen Victoria by the then Viceroy Lord Canning and at that time Allahabad was also made the capital of India for a day. At that time, Allahabad was also the capital of North-West Province, the British had also established the High Court, Allahabad University and many other institutions here.

The Public Service Commission 1886-87 divided the administrative services into three categories: (1) Indian Civil Service (ICS), (2) Provincial Civil Services (PCS), and (3) Subordinate Services. The last two were to be filled exclusively by Indians. Subject to the rules made by the Government of India, these were to be filled either through examinations or through nomination. As complexities increased, and services were created, the system was found no longer adequate. After this came the Government of India Act of 1919, in whose section 96D there was a provision for the classification of various services and the methods of recruitment of each, but that too was found inadequate. Therefore, in June 1923, a Royal Commission on Superior Civil Services in India was appointed under Lord Lee of Fareham. The Lee Commission of 1924 for the first time provided for the creation of a Public Service Commission consisting of five members “to regulate and exercise disciplinary control over the services”. Thus the Public Service Commission of India came into existence in 1926. In 1929, the first Provincial Public Service Commission was established for the Madras Presidency. The Government of India Act of 1935 introduced the federal principle and, accordingly, provided for a Federal Public Service Commission as well as Provincial Public Service Commissions. Part III of the Act introducing provincial autonomy was enacted in April 1937. Accordingly, seven Provincial Public Service Commissions were established in 1937 under the Act of 1935; 1. Assam (in Shillong),2. Bengal (in Calcutta),3. Bombay and Sindh (in Bombay),4. Central Province, Bihar and Orissa (in Ranchi), 5. Burma (Rangoon), 6. Punjab and North-West (in Lahore),7. United Province(at Allahabad).

The Uttar Pradesh Public Service Commission (UPPSC Combined State/ Upper Subordinate Service Exam Recruitment 2024) was constituted on April 1, 1937, under Section 264 of the Government of India Act 1935, with its headquarters at Allahabad. From 1904 to 1949, Allahabad was the capital of the United Provinces (now, Uttar Pradesh). It was to consist of a Chairman and two members. Two days after its establishment, Mr. D.L. Drake Brockman, ICS, took over as the first President. Two members, Rai Bahadur Man Singh and Khan Bahadur Syed Abu Mohammad, were appointed on April 20, 1937. The first secretary of this commission was Rai Saheb Maheshanand Ghildiyal, U.P. Belonged to secretariat service. G.M. Harper(ICS) replaced Drake Brockman on April 1, 1942. His successor, Khan Bahadur Mohammad Abdul Aziz, was the first Indian to hold the office of president. On his retirement on 31 March 1947, Dr. Amarnath Jha, eminent educationist and Vice-Chancellor of BHU and Allahabad University, took over as the first Chairman after independence. Dr. Amarnath Jha remained President until January 1953, except for ten months, when he was invited to act as Vice-Chancellor of BHU. Many great educationists and administrative officers have paved the way for progress in the Public Service Commission with their knowledge and experience as an Honorable Chairman and Member. In December 1941, the first “informal” conference of Chairman of Public Service Commissions was held in Delhi. The office of the Commission was located in Block No. 4 of the Secretariat Building on Queen’s Road (now Sarojini Naidu Marg) on ​​1 April 1937. The building was built in U.P. It was shared by twelve other offices including the Police Headquarters, the Board of Revenue and the Director of Public Instruction (now Education). In 1949–50 the Commission acquired a part of the present premises, which originally housed the luxurious Allahabad Club and, later, the Officers Training School. However, in 1962–63, through the efforts of Late Babu Radha Krishna, when he was the Chairman, the entire Commission was shifted to the present premises. At present, apart from the Principal Commission Office, there is also a camp office in the state capital, Lucknow.

In the first year of its existence (April 1, 1937), the Commission conducted the Provincial Police Service (PPS) and Provincial Civil Service (PCS) examinations, and an examination to recruit its own staff. Only seventy-two candidates had applied for one post in PPS and 244 candidates had applied for eleven posts in PCS. Additionally, interviews were conducted for 320 posts while 85 promotion cases were disposed of. In the first State Civil and Police Examination, Shri Indradev Narayan Shahi secured first position in Civil Services and Shri E.H.M (I) David secured first position in Police Services.

Educational Qualifications for UPPSC Combined State/ Upper Subordinate Service Exam Recruitment 2024

  • Statistical Officer, under U.P. Agriculture service grade- 2 section-C, (Statistics Branch) – Post Graduate Degree in Mathematics or Mathematical Statistics or Statistics or Agricultural Statistics from an university recognised by Law in India or equivalent qualification recognised by the Government.
  • Assistant Controller Legal Measurement (Grade-II) –
    • (1) (A) From a University established by law in India, or
    • (B) From any institution other than a University recognized declared to be a University under any law, or
    • (C) Degree in science with physics or mechanical engineering as one of the subjects from a foreign university recognized by the Central Government ; and
    • (2) Working knowledge of Hindi written in Devanagiri Script
  • Management Officer / Manager (Estate Department) – (i)A bachelor’s degree from a university established by law in India; (ii) Diploma in Hotel Management and catering Technology from an Institution recognized by the Government. or A bachelor’s degree in Hotel Management and catering Technology from a University established by law in India.
  • Sub Registrar – Law Graduate
  • Asstt. Director of Industries (Handloom) – Post Graduate Degree in Arts, Science or Commerce or Technology from a recognised Institution or University or at least Bachelor Degree in Textile.

How to apply for UPPSC Combined State/ Upper Subordinate Service Exam Recruitment 2024

The Instructions for filling UPPSC Combined State/ Upper Subordinate Service Exam Recruitment 2024 Online form have been given in User Instructions. ‘Online Application’ will be completed in four Stages for UPPSC Combined State/ Upper Subordinate Service Exam Recruitment 2024:-

First Stage:- On clicking ‘Apply’, ‘Authenticate with O.T.R.’ will be displayed with respect to the examination and on clicking ‘Authenticate with O.T.R.’, ‘Have You Completed Your O.T.R. Registration’ will be displayed, in which the candidate will have to tick ‘Yes’ or ‘No’. If the candidate:-
(i) Ticks on ‘Yes’ and clicks on ‘Go’ button, ‘Enter your O.T.R. Number’ will be displayed wherein he/she has to fill O.T.R. Number and click on ‘Proceed’ button. On clicking ‘Proceed’ button, ‘Click here to Authenticate’ will be displayed, clicking whereupon the candidate may authenticate through O.T.P. received on his/her registered mobile no./email ID or O.T.R. password. Having completed the process of Authentication, all personal details of the candidate (as filled in O.T.R.) will be displayed automatically. The candidate will have to fill only essential qualification as required for the post.
(ii) Ticks on ‘No’ and clicks on ‘Go’ button:- (a) First of all, the candidate has to obtain One Time Registration Number from O.T.R. Web-portal (https://otr.pariksha.nic.in) of the Commission. (b) After obtaining O.T.R. number the candidate will have to apply online according to the process adopted in First Stage.

Second Stage:- The First Stage procedure having been completed the ‘Applicant Dashboard’ will automatically be displayed on the screen. The candidate will have to click on ‘Submit Details’ under ‘Application Part-2’ against applied post, thereafter the permanent and correspondence address along with application form will automatically be displayed on the screen from O.T.R. along with the preferential qualifications prescribed for the post. The candidate will have to choose Yes/No option against each preferential qualification according to his/her eligibility for the same.

Third Stage:- After the completion of the procedure of second stage, ‘Fee Confirmation Window’ will automatically be displayed on the screen under which upon clicking on ‘Yes’ option in front of ‘Proceed for fee payment’ Home page of ‘SBI MOPS’ will be displayed comprising of 03 modes of payment:- (i) NET BANKING (ii) CARD PAYMENTS and (iii) OTHER PAYMENT MODES.
After payment of the required fee by any one of the above prescribed modes, ‘Payment Transaction Slip’ shall be displayed along with detail of fee payment, the print of which must be taken by clicking on ‘Printer Icon’. In the event of ‘Payment Failed’ the candidate has to go to ‘Candidate Dashboard Login’ and after filling the O.T.R. number proceed to authenticate through O.T.P. or O.T.R. password and click ‘Pending Payment’ to pay the fee, compulsorily for online application.

Fourth Stage:- After completing the procedure of the Third Stage the application form of the candidate will automatically be displayed on screen the print of which may be obtained by the candidature. If candidate does not complete the process of online application, his/her candidature will not be accepted for which he will entirely be responsible. The candidate will have to take the print of online application and keep it safe with himself/herself to produce it in the office of the commission when required in case of any discrepancy, else his/her request/claim will not be accepted. After applying, in case of any modification in the qualification of applied post, the candidate may click on ‘Candidate Dashboard Login’ of ‘Home Page’ to modify it only once till last date and time fixed for it.
